Once a player has attained a certain level, the "gaming commission" (or whatever NPC governing body that has an interest in player gambling on races) begins to place a bounty on your head. The more races you win, or even survive, the higher your bounty grows. They do this under the auspices of attempting to keep a level playing field for the races with more experienced riders, outfitted with more powerful mounts.
Each town can have a Bounty Office where players can go to see current bounties for riders who are online, and where/when they are racing (either immediately, or if they are signed up for a competition).
In order to become an official Bounty Hunter, a player must have reached a set level (or rank), and then must complete a special quest in order to prove they are skilled enough to enter a competition as a hunter without dying immediately. Any player that completes the quest can go after bounties; however, a player can also decide at this level to specialize as a bounty hunter from here on, with class-specific skills and abilities. One restriction on a Bounty Hunter is they cannot take a bounty on a rider of a lower rank/skill. Perhaps, since Hunters have the advantage of not having to worry about winning the race, they can only take bounties on riders who are "x" ranks above them.
Bounty Hunters will be allowed to enter races and competitions anonymously. They have to be approved for a specific bounty in order to enter a race with that rider. Their goal in entering the race/competition is not to win, but to stop their bounty. They can achieve a successful bounty by either destroying the rider they are hunting, or forcing them to lose the race/competition. Success by forcing a lost race only counts if the rider comes in last.
Advanced riders will be able to monitor their current bounty level, and as they gain rank and win races/competitions, each successive race will have a higher chance that they are being hunted.
